Android Mesh

We trying to implement beacons mesh, that'll allow user to send requests to our API without internet connection.
We need to know closest beacons to user, their id's and signal - to determine current user's location. Also, we cannot use Location Indoor Api in case we have our own backend.
So, when we send messages through mesh there is only 20-30% messages that have been received on Gateway. Other are lost. Can you please provide some Android example how to correct use Mesh SDK?
Also, please tell, can we use more than 16 bytes in mesh messages?
